Jay Winer - Mr. Winer is the President of A. J. Properties and has worked over the past 30 years in Odenton doing land development, both residential and commercial. He began AJP in 1983 to handle commercial real estate brokerage, development, property management and consulting.  We currently manage more than 280,000 square feet of property.

In 1991, he was appointed by the County Executive to head up the Odenton Growth Management group.  He chaired the legislated Odenton Town Plan Oversight Committee for six years; leading the eleven member committee into all elements of bringing the 1600 acre plan to fruition. Today, many projects undertaken by that committee are now serving area residents.

Continuing his long and dedicated history of public service in both Anne Arundel and Howard counties, Mr. Winer currently serves on the Anne Arundel Community College Foundation Board. His previous service includes Chairman of the Board for the Anne Arundel Economic Development Corporation, President of the Howard County Tourism Council and, by the appointment of the County Executive,  the Greater Washington Board of Trade.

He holds a 1969 B.S. Degree in Business and Public Administration. Mr. Winer is married with two grown sons and two grandsons who reside in Odenton.



Stuart Title - Mr. Title is a Vice President of A. J. Properties and is also the Broker and Director of Sales & Leasing. He began his career in commercial real estate and property management in 1982. In 1986, he took over Sales and Leasing for A. J. Properties and its affiliate partnerships. Recently, he has furthered his growth in real estate by overseeing several development and construction management projects, including two new projects in the Odenton Town Center.

Mr. Title is also dedicated in his business and civic associations. As past president of the Corridor Transportation Corporation (CTC), he brought local bus service to the area.  He is also serving on the Board of the Fort Meade Alliance, which facilitates growth between Fort Meade and local communities, including the Odenton Town Center. From 1997-99, he presided over the Anne Arundel Commercial and Industrial Association (AACIA) with the accomplishment of increasing membership more than 50%. He is a member of the International Council of Shopping Centers (ICSC) and has co-chaired the ICSC Mid-Atlantic Idea Exchange Concurrent Sessions Committee. 

Mr. Title is a 1983 graduate of Towson State University and holds a B.A. Degree in Business Administration. He is married with two children.



Donna Wilner - Vice President of Finance with 30 years of construction finance experience. She is the architect for structuring all details of loans, leases, projections and construction management cost controls.

Along with her financial acumen, Ms. Wilner has extensive knowledge of construction management. This knowledge is key for both development and property management projects.

She is married with two children.

AJP's talents have created this multi-use restoration to combine the historic structure with a unique mix of retail/studio uses attracting a broad regional market. AJP now manages this complex of 175,000 square feet.

When AJP developed the Winmark Center in Odenton, two office buildings consisting of 64,000 square feet, Winmark's sophisticated design and high-quality construction helped set a new standard for commercial property in the area. Today, these Class A office buildings are home to prestigious tenants such as Johns Hopkins' Health Center and Hayward Baker.

Other specialized needs can also be met with our knowledge of unimproved land values, existing property values, zoning issues and environmental regulations.  We also have in-depth knowledge of the Odenton Town Center Plan and how it affects local development.
